Construction management by Epex Consulting on an 8-unit Galleria townhome development in Houston

What construction management means at Epex

Construction management is running the job. Someone has to keep the schedule moving, line up the trades, push submittals and RFIs through, meet the inspector, price every change and check every invoice. On most owner projects that someone is either the owner, who has a business to run, or nobody.

We are that someone. Epex Consulting manages the construction on your behalf from preconstruction through closeout for owners, developers, investors and franchise operators across Houston and Texas, and gives you one plain-English status every week with the dollar and schedule impact of every open issue.

What we manage on your project

  • Schedule: a baseline schedule tied to your opening date or lender milestones, updated weekly, with slippage flagged early and a recovery plan.
  • Trades and contractors: bid packages, contractor selection, sequencing and daily coordination so crews show up in the right order.
  • Submittals and RFIs: tracked, pushed and answered so design questions don’t stall the field.
  • Permits and inspections: City of Houston and county permitting, inspection scheduling and failed-inspection follow-up.
  • Budget and change orders: a line-item budget with visible contingency; every change priced, justified and logged before it’s approved.
  • Pay applications and draws: every invoice checked against work in place, retainage and lien waivers (in the Texas Property Code Chapter 53 statutory forms) before you or your lender pay. See our construction draw administration service.
  • Quality and site: regular site walks, photo documentation and punch lists that actually close.
  • Closeout: certificate of occupancy, warranties, as-builts, O&M manuals and final lien releases before final payment goes out.

Construction management, phase by phase

1. Preconstruction
Budget, schedule, permitting, bidding, contractor selection and contracts. Not sure the project works yet? Start with a feasibility study or budget review.
2. Construction
Daily coordination, weekly reporting, inspections, change-order control, draw review and site oversight.
3. Closeout
Punch list, occupancy, warranties, final lien waivers and a clean handover to operations.
Every week
One written status: what moved, what’s at risk, and what each open issue costs in dollars and days.

Construction management or owner’s representation?

They’re different services, and we offer both.

  • Construction management: we run the job. Best when you’re hiring trades directly, your contractor relationship is light, or you don’t have time to manage construction yourself.
  • Owner’s representation: your general contractor runs the job and we sit on your side of the table: proposal and contract review, OAC meetings, pay-app review, and holding the GC to the contract. Best when you already have a general contractor. Owner’s representation services
  • Not sure which you need? Tell us about the project on a 20-minute call and we’ll recommend one, or neither.

Also different: a contractor’s project manager works for the builder, and a CM-at-risk firm is a builder that guarantees a price. Epex does neither. Read owner’s representative vs. construction manager.

Who hires us for construction management

  • Developers and investors building townhomes, infill and multifamily who need lender-ready budgets, schedules and draw packages.
  • Franchise operators and business owners doing a build-out against a fixed opening date.
  • Owner-builders and custom-home clients who hire their own trades and want a professional running the job. If you already have a custom-home builder and want owner-side review rather than trade management, see our custom-home owner’s representative service.
  • Churches, medical practices and first-time owners who don’t build every day. Our first-time owner guide is a good place to start.

Where we work

We are based in Cypress and manage projects across Greater Houston, including Katy, Cypress, Spring, The Woodlands, Sugar Land, Pearland and Southeast Texas. We also manage projects in Dallas–Fort Worth, Austin and San Antonio, and for out-of-state owners building in Texas.

How construction management is priced

Usually a monthly fee for the length of construction or a fixed fee by phase, and hourly for small scopes. We quote after a short project review, and we take no markup on construction costs.

Frequently asked questions about construction management

What does a construction manager do for an owner?

Runs the construction day to day on your behalf: schedule, trades, submittals, inspections, change orders, pay applications and closeout, with a written report to you every week.

Is construction management the same as an owner’s representative?

No. A construction manager runs the job. An owner’s representative protects you while your general contractor runs the job. We offer both and will tell you which one fits your project.

Do you build the project or hold the construction contract?

No. You own the project and the contracts; we manage them. We never mark up construction costs.

Can you take over a project that’s already underway?

Yes. We reconcile the budget, schedule and draw status, flag the open issues and take over management from there.

When should I bring you in?

Before you sign with a contractor if you can. Most of a project’s cost and schedule risk is locked in during design and contracting, long before construction starts.

Do you manage projects outside Houston?

Yes. We work across Texas, and for out-of-state owners building in Texas, with site visits scheduled to match the project.

Need someone to run the job for you?

Tell us about your project. We’ll review the budget, schedule and contracts on a free 20-minute call and send a written summary the next business day.
